The terminal is OK, it is relatively safe, is provides wifi, there is an exchange counter BUT it only changes like 4 currencies, US, British pound, Euro and Canadian dollar. There are a few restaurants, a couple of cafes and some souvenir shops, and free shuttle to the cruises. Outside you will encounter all kinds of transportation, scooters for 1US the ride, taxis, vans, buses, hop on hop off bus and more. Please don’t forget to bargain, if you push it you can get an easy 50% or more of what they initially ask as fare. If you took a small boat to go to the caves and islands try to negotiate with the tour guide, they have a lot of separate private sightseeing tours for the city for a lot less money.
Great view of Ha long Bay town at night from here. There was a free shuttle service from the ship pier to shore (otherwise just a long walk). Most of the shops and town centre is however across the main bridge. There may be other ways but I found it relatively easy to get a taxi across the bridge to Vincom Plaza (a shopping centre close to the market). The taxi fare was negotiable and unmetered but I paid 100,000 dong (about 5) which I thought was reasonable. I did my own tour of town this way and it was worthwhile.
Although language is a big problem the cruise terminal have plenty seats and places to get refreshments. Money exchange not very fast make time for a long waiting time. Overall one of the best cruise terminals in Asia.
Regina cruises starting from this pier was a great way to see the bay.
